Affordability in the Energy Transition
- Addressing climate change means finding a path to net-zero greenhouse gas emissions throughout all sectors of the economy, including personal transportation and home heating. While investments are required to achieve net-zero emissions, several reports have found that households in Canada could reduce their overall expenses when they transition to cleaner options such as electric vehicles and electric heat pumps (Dion, Lee, Kunduth, Guertin, & Beugin, 2022; Martin, Bowie, Fakhoury, & Kabbara, 2024; McNamara, Elbrecht, Pauer, & Melanson, 2024). I test the results of these studies using data on household expenditures from the Survey of Household Spending. I impute current energy usage by dividing household energy expenditures by local energy prices. I then determine the likely proportion of households that will see reduced energy wallet expenditures as a result of adopting electric vehicles and air-source heat pumps. In this analysis I vary assumptions around future energy prices (e.g. natural gas, gasoline, and electricity), the price differential between electric and non-electric technologies, and the rate of technological improvement of air source heat pumps. I also look at the economics of adopting these clean technologies with and without carbon pricing to understand the impact of Canada cancelling the consumer carbon price.
Brett Dolter - is an Associate Professor in the Department of Economics, University of Regina where he teaches courses in climate change policy, cost-benefit analysis, ecological economics, and microeconomics. Brett’s research is focused on modelling the costs and consequences of climate and energy policy.
